Job Specification

We are implementing our Policy future operating model which is to achieve the following key shifts for how we do policy in Inland Revenue:

  • deliver outcomes focused policy advice
  • being responsive today and shaping tomorrow
  • more broadly influencing the social and economic agenda

The Chief Economist is a key member of the Policy and Strategy leadership team and will ensure that the strategic direction of the group supports these shifts.

 In this role you will lead the Economics and Stewardship team to ensure that policy advice developed by our policy teams is economically sound.  Your team will contribute to:

  • research and building the evidence base to support policy
  • building capability within Inland Revenue to understand the economic impacts of tax changes
  • ensuring that tax policy advice is informed by New Zealand and international evidence on the distributional and economic impacts of possible changes
  • collaborating with other New Zealand and international economists on the most important tax policy issues for New Zealand
  • designing and leading the regulatory stewardship programme
  • cross-agency economic and regulatory policy
  • briefings for incoming ministers

We are looking for a Chief Economist who can demonstrate:

  • an established reputation as a capable and respected economist (tax policy experience would be an advantage but is not a requirement)
  • enthusiasm about Inland Revenue's Policy Future Operating Model
  • a drive for collaboration to achieve success across Inland Revenue and the wider public sector
  • policy and/or thought leadership experience and coaching staff to success
  • inclusiveness and a commitment to diversity in the workforce
