We're currently undertaking a major change programme as we transform the NZ tax and social policy system.  There are three parts to our Business Transformation (BT):


  • Tax and Policy: a new tax system to help make tax and social policy simpler for New Zealanders
  • Our New Organisation: how we work and the skills of our people will be centred on our customer needs
  • Intelligent Workplace: our people will be equipped with the intelligence we gain from our systems and data, and empowered to work smarter and more flexibly with the right tools


We have a fantastic opportunity for a Change Manager to join our existing Change team, in the Tax and Policy work stream.


With a strong focus on our people, you will lead a small team to plan, manage, deliver and measure change activities for Release 4 (Products included in this release include Student Loans, KiwiSaver and moving the processing of PAYE into our new system called START).


You will work closely with:


  • The change leadership team which includes Training and User Support, and Communications leads, and you will lead/co-lead a pool of Change Analysts alongside the Change Manager – Customer
  • The Release Change Lead who will provide direction to ensure the change management approach and plans align with Tax and Policy transformation objectives and overall transformation goals
  • Other work-streams including Business Transformation Managers, Product Owners, Subject Matter Experts, Account Managers, Research and Evaluation leads, Business Deployment teams, Marketing, Readiness and Early Life Support teams
  • Stakeholders inside IR, including leadership teams


To succeed in this role you will need to be well versed in all aspects of change management - including impact assessment, stakeholder engagement, communications, learning, change leadership and people readiness. 

We're also looking for you to demonstrate your experience in:


  • Applying change management methodologies in a complex and agile programme environment
  • The ability to work across a range of stakeholders, with proven ability to develop effective stakeholder management strategies
  • Working with leaders to proactively encourage, support and reinforce new ways of working and cultural change to realise benefits
  • Assessing people readiness as part of overall business readiness
